Commissioner Hammarberg visits MDAC

© Terri PotocznaOn Friday 28 January 2011, Thomas Hammarberg, the Commissioner for Human Rights of the Council of Europe, visited MDAC’s offices in Budapest. The visit was arranged to exchange views with MDAC staff and Board members. Discussions covered diverse topics including the place of strategic litigation in advancing social change, the role of mainstream human rights community in advancing the rights of people with disabilities, the successes and challenges of social movements worldwide, and the possible ways in which the standards contained in the UN Convention on the  Rights of Persons with Disabilities could be utilised by European human rights mechanisms.

On taking office in 2006, Commissioner Hammarberg quickly identified that the visibility of human rights of people with psycho-social disabilities and people with intellectual disabilities needed to be elevated in the international community. Among his initiatives since then are an issue paper published in October 2008 on the rights of people with disabilities, a Viewpoint about the right legal capacity and supported decision-making in 2009, and in the same year a Viewpoint about the rights of people with intellectual disabilities. Commissioner Hammarberg attended a roundtable co-organised by MDAC and the Bulgarian Helsinki Committee in Sofia in 2009 and his resultant country report contained an extended section on the rights of children with disabilities. In October 2010 he issued a paper setting out the need to monitor places of detention, to close institutions and in parallel to develop a range of community-based services – all standpoints which MDAC is advocating for at UN, European and domestic levels.
